Commercial and Residential Development

Site development projects include: site layout and design of streets, storm water collection and piping facilities, water supply and sanitary sewer systems, sidewalks and trails, and detailed erosion control plans in commercial and residential developments and municipalities.

Commercial development projects include: site planning and engineering for all size projects from individual restaurants and small office spaces to large scale retail shopping centers.

Storm water analysis projects include: hydrologic and hydraulic studies, floodplain elevation and delineation studies, drainage systems, and detention design for small subdivisions to developments of several hundred acres.

Land Surveying

The Survey Department:

Provides survey project research and planning and provides client representation with local, county, and state regulatory agencies.

Types of surveying includes boundary, construction, topographic, mortgage, route, etc. including subdivision platting, lot surveys, grading control, landfill control, hazardous site control, as-built, construction staking for utilities, etc., for municipalities, private developers, utility companies, architects and engineers in the central Missouri area

Water and Wastewater Systems

Water supply and water pollution control work including: project grant and loan finance assistance; feasibility and utility rate studies; operation, maintenance and management assistance; facility design; construction oversight and start-up assistance; and engineering to meet regulatory challenges of state and federal Safe Drinking Water and Clean Water Acts.

Water supply projects include: surface water and groundwater treatment plants, alluvial and deep wells, distribution pumping and transmission systems, water towers and standpipes.

Water pollution control projects include: wastewater treatment plants, aerated and facultative lagoons, sludge treatment land application facilities, gravity and pressure sewer collection systems, lift stations, and onsite wastewater treatment systems for individual homes.

Stormwater analysis projects include: hydrologic and hydraulic studies, floodplain elevation and delineation studies, drainage systems, and detention design for small subdivisions to developments of several hundred acres.

Decentralized Wastewater Treatment Systems (DCWTS) are used to treat and disperse or discharge small volumes of wastewater (daily flow < 20,000 gallons per day) originating from individual homes, clusters of homes, subdivisions and businesses not able to connect to a municipal sewer system. DCWTS utilize gravity, pressure and vacuum sewers for collection and a variety of treatment technologies including septic tanks and soil absorption fields, biofilters, sand filters, aerators, low pressure pipe, lagoons and spray and drip irrigation dispersal. Marshall Engineering & Surveying provides the surveying, layout and design for DCWTS systems. The firm also provides evaluations of existing DCWTS systems that are experiencing operational problems. A sampling of projects includes:

Engineering services to local municipalities and water districts. Currently we are:

- the City Engineer for the City of Slater, Missouri,

- the District Engineer for Public Water Supply District (PWSD) No. 1 of Audrain Co.

- the District Engineer for PWSD No. 2 of Audrain County

- the engineering consultant for several small communities including Arrow Rock, Centralia, Holden, Huntsville, La Monte, Otterville, Prairie Home, and Vandiver Village Missouri.

Recent Projects (Last 5 Years):

Easley, Missouri: Development of a sewage treatment system, fueling station, boat ramp, and service barge anchoring for servicing boats on the Missouri River at Easley, Missouri.

Glasgow, Missouri: Planning and design of anchoring of a floating motel and restaurant barge with a companion fuel and waste disposal barge for boats on the Missouri River at Stump Island.

Rocheport, Missouri: Planning and design of a new boat ramp on Moniteau Creek for access to the Missouri River, parking lot, public restroom, access trail, new sidewalks into downtown Rocheport, burial of utilities, and historic lamp posts and signage.

St. Charles, Missouri: Planning and design of anchoring of a floating motel and restaurant barge with a companion fuel and waste disposal barge for boats on the Missouri River.

Slater, Missouri: Planning and design of sidewalk trail system in and around the public park. Design of new restroom facilities at the public park. Design of storm-water collection and distribution system around the public park.

Marshall Engineering

Marshall Engineering and Surveying was founded as a sole proprietorship by William L. Marshall, P.E. in 1983. We expanded our surveying services with the purchase of Basinger Surveying of Columbia in December of 1989, adding the two registered land surveyors of that firm to our staff. The firm has experienced steady growth since its inception, relocating to a larger facility at 300 Saint James St., Columbia, Missouri 65201 in March of 1997. With our continuing growth, Marshall Engineering and Surveying was incorporated in January 2000.

 

OUR GOAL:

To Provide quality, timely, and continuing professional engineering and surveying services at reasonable costs for private sector clients, municipalities, public utility districts, and institutions.

Specialty service associates (architects, electrical engineers, soil scientists, landscape designers, etc.). Utilizing associates on an as needed basis to perform specialized design minimizes overhead and lowers clients' costs while enhancing project quality.

WILLIAM (BILL) L. MARSHALL, P.E.       CHIEF ENGINEER (MECHANICAL - CIVIL)

(May 1983 - present) Assures clients of Marshall Engineering receive the best possible assistance and representation through project overview. Areas of emphasis: development of proposals and contractual agreements; initial project planning and development with clients, engineering studies, design and specifications; project permits and funding acquisition; construction management including processing bidding and contracting; and follow-up on all types of municipal, mechanical, private development and civil engineering projects.

DENNIS M. SIEVERS, P.E.       SENIOR PROJECT ENGINEER (CIVIL)

(2000 - Present) Design of onsite and small flow wastewater treatment systems.

Twenty five years of experience in designing onsite (individual home) and decentralized (flows less than 1 MGD) wastewater treatment systems including subdivisions, clusters, resorts, and small commercial operations. Specializes in land application (no discharge) systems including sprinkler and drip irrigation, and the upgrade of systems to meet more stringent MDNR discharge requirements. Extensive experience in livestock waste management and nutrient management planning for all wastewater systems.

AARON M. BARNHART, P.E.       PROJECT ENGINEER (CIVIL)

(August 1999 - present) Principal engineer for residential and commercial developments, site planning, and storm water management projects.

Provides engineering design and assists with permitting through city/county entities, Department of Natural Resources, Army Corps of Engineers, and FEMA; provides project coordination between client, architects, contractors, and government officials; oversees and schedules work of assistant project engineers, CAD draftsmen and survey crews; also maintains office computer networking, server, and workstations.

NICK RECKER, EIT      ASSISTANT PROJECT ENGINEER (CIVIL)

(May 2003 - May 2004 and February 2007 - present) Engineer for subdivision development, site planning, and storm water analysis projects. Along with engineering design, also provides project coordination with clients and contractors and construction inspection.

(December 1989 - present) Directs surveying division of Marshall Engineering and Surveying, Inc. (1984 - present) Les has provided high quality drafting services to Marshall Engineering and Surveying clients since 1984. He brings more than 22 years of drafting experience with consulting engineers and manufacturers to each project. His training includes the Mexico Area Vocational Technical School engineering technology program.

 

MARK SKINNER       CAD OPERATOR / ENGINEERING ASSISTANT

(November 2000 - present) Mark brings over 15 years experience in Civil, Mechanical, Structural and Architectural engineering including a great amount of experience with AutoCAD. Mark earned an Associates Degree in Design Drafting from Linn Technical College in 1982.

 


 

OFFICE SUPPORT STAFF:


BRIAN MARSHALL       BUSINESS DEVELOPMENT / PROJECT ADMINISTRATION

(January 2003 - present) Brian came back to the company in 2003 to run the daily business operations. Brian's experience with the company has ranged over the years from building maintenance, to surveying, to accounting, to business development. Brian has over 15 years experience in construction accounting and management from his work with the University Hospital to various local construction and engineering firms. Brian graduated Cum Laude from Columbia College studying English, Business, and Accounting.

 

(VACANT)      OFFICE ASSISTANT

This position greets clients and answers the telephone, as well as data entry for accounting, filing, and other general office duties as necessary.


 

JOINT VENTURE PROFESSIONALS:

FRANK ENLOE, P.E.       (ASPHALT STREET DESIGN)

Frank is a special project associate for projects involving any asphalt paving. He is a recognized expert in the use of asphalt from both the technical design and actual construction applications. Frank will direct the actual computer design of asphalt streets preformed by other engineers on our AutoCAD system.

 

BOB RUSSELL, AIA       (ARCHITECTURAL DESIGN)

Bob is a Missouri licensed architect operating out of an office in Osage Beach, MO. He provides joint venture architectural design assistance on various engineering projects. His background in the Mid-Missouri area includes work with Consolidated Consultants Corporation and Williams and Works of Columbia.

 

JAMES DOVE, P.E.       (ELECTRICAL AND MECHANICAL DESIGN)

Jim and his staff at Midwest Engineering and Design assist us with quality work in areas of electrical and mechanical engineering design and construction inspection. Jim has extensive expertise and experience in these areas and is a valued benefit to our projects.
